Use some common sense if you built a wall around your house would that keep out anyone who wanted to get into to your house? First of all, if they put up a wall ppl would one crawl over it, two dig under it which they have been doing for years, they could not monitor a wall everywhere it would be they would have to have guards everywhere like a prison to monitor its waste of money.
